Are you a consultant who specializes in fraud prevention? Do you want to share your knowledge and experience with other consultants from various sectors? Would you like to be involved in creating a joint guidance document on fraud prevention that can be used as a reference by many organizations? If yes, then this is the right opportunity for you!
HFI, through the USAID-HFI STEADY by the generous support of the American people through the United States Agency for International Development (USAID), seeks to improve the quality of governance, transparency and accountability of the organization. We are looking for a consultant who has a background and competency in fraud prevention to collaborate on developing a joint guidance document that covers concepts, principles, strategies and best practices in fraud prevention.

CALL FOR CONSULTANT

JOINT FRAUD PREVENTION GUIDANCE

  1. Introduction

Humanitarian Forum Indonesia supported by USAID to implement a program namely USAID-HFI STEADY or Strengthening Capacity and Accompaniment of CSOs in Emergency Response, Coordination, and Advocacy. This program seeks to strengthen the capacity of HFI members as first responders in both technical and operational aspects of humanitarian response, preparedness, coordination, advocacy, and accountability.

During emergency response situation, HFI members have done many experiences in joint fundraising and joint response either collectively or the members do fundraise altogether at the same period of time, and/or run programs together.

Some members have different organizational procedure in program and financial management than others. Therefore, it is likely then to have accountability issues, including fraud, if it is being agreed before the collective actions. In 2022, HFI has produced a Joint Fundraising Guidance for HFI Family. However, the document shall be accompanied by a Joint Fraud Prevention Guidance to advise all members and Secretariat team in answering the need to prevent fraud if collective actions taken by members and secretariat of HFI.

B. Objectives of Consultancy

The objective of this consultancy is to produce a joint fraud prevention guidance which will be used collectively by Humanitarian Forum Indonesia’s members and secretariat.

 

C. Outputs

At the end of this consultancy, HFI shall receive:

  1. Outline of the Joint Fraud Prevention Guidance
  2. Final Joint Fraud Prevention Guidance, including agreed appendixes and
  3. Report on consultation meeting to present draft of the
  4. Report on FGD to finalize the

All documents above must be in English and Bahasa Indonesia

D. Qualification

The Consultant is only open to individual. Furthermore, USAID-HFI STEADY encourages women and other people at risk to apply. Following qualification of the Consultant:

  1. Experienced in writing fraud prevention guidance for institution or consortia
  2. Understand fraud prevention
  3. Capable to facilitate discussions
  4. Respect diversity and inclusiveness and commit to Humanitarian Forum Indonesia’s values

 

  1. Proven past work with humanitarian organizations

 

E.  Methodology

We recommend for consultant to obtain primary and secondary data for the Guidance:

We consider for consultant to interview key actors such as:

  1. Chairman of Executive Board of HFI
  2. 20 Members of HFI
  3. Secretariat of HFI

 

F.  Time Frame

  1. Submission Procedure

Please send your Letter of Interest and Proposal, including Quotation, to the email address: office@humanitarianforum.or.id COB 20 November 2023 at 3 pm Jakarta time (15.00 WIB). The mentioned letter and proposal shall be addressed to the Executive Director of Humanitarian Forum Indonesia.

 

 

The Proposal must include at least:

  1. Description of methodologies
  2. Limitation of Service
  3. Tentative Work Plan
  4. Budget
  5. CV
  6. Minimum two guidances that have been produced with any humanitarian organizations (preferably USAID’s partner).

 

Only short-listed candidates will be contacted and scheduled for interview, if necessary. The selected shall submit other required documents needed for further administration procedure.

 

H. Budget

This activity has been made possible thanks to the contribution of the people of the United States of America through the United States Agency for International Development. USAID-HFI STEADY will bear the cost for Consultation Meeting to present draft of the Guidance and Zoom Meeting application for online based communication and interview. The Consultant shall bear the cost for writing, collecting the data, reporting, layout and finalizing the required documents.
